The aim of establishing the office is to engage in applied research relating to the development of the business community and society in and around Kirkenes, as well as in Northwest Russia.
Further, it is important that access to Norut’s other expertise from the region increases through the establishment of the office in Kirkenes. This includes competence about Russian society and Russian language. In addition, in particular the technical-industrial competence of Norut’s institute in Narvik could be of major significance.
Research Scientist Per-Arne Emaus is the office’s first, and to date only, staff member.
Per-Arne Emaus is a market economist educated at the Norwegian College of Fishery Science in Tromsø. He has several years’ experience from analyses in the aquaculture industry. Given this background, it will also be relevant to commence fisheries-related research based in Kirkenes.
Norut’s office is co-located with the Barents Institute. The office in Kirkenes is Norut’s third in Finnmark. In addition to the head office in Alta, Norut Alta has an office with one research scientist in Hammerfest.
