The Polar Research programme (POLARPROG)

The Polar Research programme (POLARPROG) is the Research Council of Norway’s most important funding instrument for achieving wide-ranging, high-quality Norwegian polar research. The programme will help to fulfil Norway’s special responsibility to generate new research-based knowledge in and about the polar regions. Knowledge is essential both for enhancing our understanding of the climate system and ecosystems, and in the context of policy implementation, responsible resource management and industrial activity.

Primary objective
The POLARPROG programme will contribute to fulfil Norway’s special responsibility to generate new research-based knowledge in and about the polar regions.

Scientific secondary objectives
The POLARPROG programme will:

  • Increase knowledge of the processes that drive climate and environmental change in the polar regions and their impacts on the natural environment and society;
  • Develop a basis for sound, sustainable and knowledge-based industrial and social development in the polar regions;
  • Achieve results that promote knowledge-based, sound and sustainable environmental and resource management and policy development.

Strategic secondary objectives
The POLARPROG programme will:

  • Promote integrated polar research;
  • Promote innovation in Norwegian polar research;
  • Enhance the international profile and contribution of Norwegian research groups;
  • Foster the development of a new generation of polar researchers;
  • Make knowledge about the polar regions more readily accessible;
  • Increase the use and accessibility of data and research infrastructure;
  • Contribute to ensuring that research related to Svalbard is given priority;
  • Contribute to strengthening Norwegian research in and about the Antarctic;
  • Contribute to world-leading Norwegian polar research in areas of strategic importance.

Funding announcements  
The POLARPROG programme will employ researcher projects, innovation projects and knowledge-building projects to achieve its stated objectives. Other application types and funding instruments will be used as needed. Funding may also be provided for networking activities, for example in connection with scientifically relevant workshops and conferences.

The Research Council’s policy document Norwegian polar research (2014–2023) provides the framework for work programme and encompasses research in a wide variety of disciplines and thematic areas. These range from the natural sciences and technology to the social sciences and humanities. The geographical scope of the programme corresponds to the geographical scope of the Arctic and Antarctic as defined in the polar research policy.

Priorities
The POLARPROG programme is responsible for encompassing the full spectrum of Norwegian polar research. Cooperation with relevant research programmes and activities at the Research Council is therefore crucial to achieving programme objectives. The subject areas to be given priority by the programme at any given time will be determined in light of ongoing activities in related Research Council programmes, the programme’s project portfolio and international research activities. Annual allocations over the national budget with appurtenant allocation letters will set the framework for decisions regarding the programme’s funding announcements.
