Spread the oil, analysts say

Oil industry analysts have advised Norwegian authorities to expand the proposed sale of state petroleum reserves so that non-Norwergian producers can also participate in the bonanza. The Ministry of Petroleum and Energy has proposed selling 15 percent of the State's Direct Economic Interest (SDEI) in Norwegian fields to Statoil and an additional 5 percent to Norsk Hydro. Ivar Haaland and Einar Semb of First Securities told parliamentarians at a hearing that Nork Hydro and a variety of international companies should instead be offered 15 to 20 percent of the reserves, thus boosting their incentive to produce efficiently.
