Positive results from energy and petroleum research

This is the main conclusion of an evaluation conducted by Rambøll Management Consulting AS in cooperation with Nordland Research Institute on commission from the Ministry of Petroleum and Energy.

Platform The evaluation examines the R&D allocations distributed by the Research Council for the ministry between 2001 and 2010. Much of this period coincides with the programme period for the Research Council’s large-scale programmes Clean Energy for the Future (RENERGI) and Optimal Management of Petroleum Resources (PETROMAKS), which will both conclude in 2013.

Knowledge, competence and industrial development

The Ministry of Petroleum and Energy has chosen to channel the vast majority of its R&D funding through the Research Council. From 2001 to 2010, the ministry allocated a total of some NOK 4 billion to the Council’s budget: NOK 1.8 billion to petroleum research and NOK 2.2 billion to energy research.

The evaluation report concludes that the funding has:

  • strengthened the knowledge and competence base and supported the education of nearly 200 doctoral candidates;
  • helped to direct the focus of industry’s own R&D activity towards political priority areas, such as clean energy;
  • helped to increase the level of research activity in private companies.

The report also concludes that the Research Council has the appropriate expertise and organisational structure needed to administer research funding from the ministry in keeping with the ministry’s objectives.

Minister pleased

“The evaluation shows that we are on the right path and have chosen a number of good solutions. At the same time, the evaluation gives us an excellent basis and good insight into how we can further improve and hone the focus of R&D activity in the energy and petroleum sphere,” says Minister of Petroleum and Energy Ola Borten Moe.

The Ministry of Petroleum and Research is one of largest sources of funding to the Research Council, after the Ministry of Education and Research and the Ministry of Trade and Industry.
