International preparedness agreement

The oil and gas sector in north-western Europe has renewed its collaboration on emergency response across national boundaries.

Petroleum industry organisations in Norway, the UK, Denmark, the Netherlands, Germany and Ireland have updated and renewed their agreement on mutual assistance in emergencies.

Under the arrangement, companies can contact each other for help regardless of national frontiers and continental shelf boundaries.

"This unique deal provides good guidelines on how companies can effectively assist each other in a possible emergency," says special adviser Per Otto Selnes at the Norwegian Oil Industry Association (OLF).

The Operators' Cooperative Emergency Services (OCES) scheme has been in place since 1979, and has been updated regularly over the years,

"It's only been used once on the Norwegian continental shelf, but we nevertheless consider it important to have a framework like this," explains Mr Selnes.

"So we also carry out emergency response exercises across national boundaries to ensure that the principles in the agreement are known to our member companies." (link)
