Doctoral projects bring new knowledge to the public sector

Under the Public Sector Ph.D. Scheme (OFFPHD) public sector bodies may apply for funding from the Research Council for an employee seeking to pursue a doctoral degree in a subject relevant to the enterprise’s area of responsibility. Costs are divided between the organisation and the Research Council.

Funding has been granted to 11 projects from the central government sector and 6 from the municipal sector. Two additional project proposals are under review, with a funding decision expected to be taken in the course of November.


“The Government has put forth a long-term plan for research and higher education in which more and better public services is listed as one of six priority areas. The Public Sector Ph.D. Scheme will enhance the public sector by enabling participants to build knowledge that is relevant and applicable for public sector bodies and their users,” states Torbjørn Røe Isaksen, Minister of Education and Research.

According to the Minister, the scheme is unique in that it links concrete needs in public sector bodies directly to research. “This will make it easier for the public sector to use research findings and researchers in its development processes,” Mr Røe Isaksen explains.

The objective of the scheme is to increase research activity and long-term competence-building of benefit to the public sector. The OFFPHD scheme will also lead to more researcher recruitment in the sector and help to enhance interaction between academia and public stakeholders. 

Hoping to continue the scheme

The Research Council has funding available for up to eight new projects in 2014 and 2015. A total of up to 25 doctoral fellows may therefore be actively pursuing a Public Sector Ph.D. during 2015. 
Further funding for additional projects has not been included in the proposed national budget for 2015.

“We view the scheme as a very positive contribution to promoting innovation in the public sector. We are hoping that, in the longer term, we can fund more Ph.D. projects in this way,” says Jesper Simonsen, Executive Director of the Division for Society and Health at the Research Council.


Candidates seeking to pursue a Public Sector Ph.D. apply for admission to a doctoral programme at a degree-conferring institution, and comply with the same quality requirements and guidelines as other doctoral degree programmes. The doctoral research project must be aligned with the long-term competency needs of the organisation where the candidate is employed.

Two additional grant proposals are currently under review. A decision on these will be taken in the course of November.
