Simplification and expertise development in the construction sector

«The Government will facilitate a simpler and more efficient building application process. We must ensure that the quality of new buildings improves and that we raise the expertise in the construction industry,» says Minister of Local Government and Regional Development Liv Signe Navarsete.

 

The first report on construction policy was presented in spring 2012. The construction policy report Good buildings for a better societyprimarily directed attention at the areas where the Government has signalled changes or a new, pro-active construction policy.

“We must ensure that people invest in forward-looking buildings that are safe, healthy, energy-efficient and accessible for everyone,” states Navarsete.

Higher industry expertise is necessary to achieve the construction policy goals. The Government has launched an initiative to invite the construction industry to a broad-ranging expertise development collaboration through the Bygg21 project. Bygg21 will focus on everything from R&D and innovation, to expertise development at the individual construction site. Dissemination of knowledge and experiences are also key. The Directorate of Construction Quality will have the day-to-day responsibility.

The Directorate of Construction Quality will also explore the possibility of establishing ByggNett as a potential ”Altinn” for the construction sector. The study will also form the basis for 100% electronic building case processing in the municipalities, further development of ByggSøk, as well as use of building information models and a register for building documentation.

Overall, the Government has proposed strengthening the Directorate of Construction Quality’s allocations by NOK 20 million to facilitate these measures in 2013
