Norway’s initiative for a ban on cluster munitions

Cluster munitions injure and kill civilians all over the world, both during and after wars. Norway is working with other countries to secure an international ban on cluster munitions.

 

As a first step towards an international ban on cluster munitions, Norway arranged an international conference in Oslo from 22 to 23 February 2007. Most of the participating States supported the Oslo Declaration on Cluster Munitions, agreeing to conclude a binding international instrument by the end of 2008 to prohibit cluster munitions that have unacceptable humanitarian consequences. Since then, further meetings have been held in Lima, San José, Belgrade and Brussels. The next meeting will take place in Vienna from 4 to 7 December 2007.

Wars and conflicts always hit civilian populations hardest. Certain types of weapons, such as landmines and cluster munitions, affect civilians particularly severely, both during and after armed conflicts. While a complete international ban on anti-personnel mines has been introduced, there is as yet no corresponding ban on cluster munitions. Read more.
