Norway’s engagement in peace processes since 1993

Here are the main peace processes in which Norway has been actively and directly involved. However, this list is not complete, as some of the talks Norway is involved in are carried out in confidence.

Key elements of the Norwegian effort

Afghanistan

 

Support to the peace and reconciliation initiatives of the Afghan government, including facilitating efforts to engage the Taliban.

 

Colombia

 

Facilitator for ongoing negotiations between the Government and the FARC, previously also with the ELN 2005-2007.

 

Guatemala

 

Involved from 1989. Member of the Group of Friends to the peace negotiations. Talks in Norway. Peace agreement in 1996.

 

Myanmar

Active support to the ceasefire processes and emerging peace process.

 

Nepal

 

Provided unique, informal meeting place for the parties during the peace process. Supported UN assistance and monitoring. Peace agreement 2006.

 

Israel, Palestinian territories

Facilitator for negotiations by establishing the back channel leading to the Oslo agreement in 1993. Chair of the AHLC for the Palestinian territories since 1993.

 

Philippines GPH-NDFP

 

From 2001, facilitator for the negotiations. Establishing side agreements and monitoring of human rights, economic and social questions as a foundation for further progress.

 

Somalia

 

Support to the peace and reconciliation process. Founding member together with the US of the International Contact Group (ICG).

 

Sri Lanka

 

Facilitator for the peace negotiations in the period 2000-2006. Ceasefire agreement achieved in 2002, monitored by the Norwegian-led SLMM before the ceasefire was cancelled by the government in 2008.

 

Sudan/Sør Sudan

 

Key actor and part of the Troika in the peace negotiations. Peace agreement achieved in 2005.

 

 

Furthermore, in addition to this list, Norway has provided financial and technical support to several other peace processes, such as the ones in Aceh, Burundi, DRC, Kenya, the Philippines (MILF), Syria and Uganda, and has supported dialogue initiatives in countries such as Haiti/Dominican Republic and East Timor.
